How to make out fo sync regions in Logic in the arrange snap to bar?

I have made a recording of an attack hit, and double clicked it to open the sample editor to move the start point right up to the start of the first transient of the hit.

But when I hold control and drag the region in the arrange it never snaps onto the start of the bar correctly, its always a couple of samples early or late.

is there a key I can hold that will snap the region to the time signature in the arrange?
